PROBLEM TO BE SOLVED: To solve the problem that the efficiency of use of radio resources degrades if a region to which an uplink synchronization request which does not occur so often is allocated is saved in a downlink shared control channel (PDCCH) which is frequently transmitted.

SOLUTION: A mobile station device in a mobile communication system includes: a means for receiving from a base station device a downlink control channel including a region wherein radio resource allocation information is disposed; and a means for detecting information representing a random access instruction from a prescribed area of the downlink control channel and transmitting to the base station device a random access preamble in a region on a radio frame designated by information designating the region on the radio frame usable for random access when the region designating information is detected from the downlink control channel; wherein the prescribed region includes the region wherein the radio resource allocation information is disposed.
