PROBLEM TO BE SOLVED: To solve the following problem: when a region for arranging a request for preamble transmission using a rarely-generated random access channel is secured in a downlink control channel to be frequently transmitted utilization efficiency of a radio resource is degraded.

SOLUTION: The base station device in this mobile communication system includes: a means to transmit a downlink control channel including a region for arranging allocation information of a radio resource therein to a mobile station device; and a means to detect transmission of a preamble using a random access channel from the mobile station device. In the base station device when the transmitting means has arranged a predetermined value in a predetermined region located in the downlink control channel and including a region for arranging allocation information of a radio resource of a downlink therein the detecting means detects the preamble transmitted from the mobile station device using the random access channel.
