PROBLEM TO BE SOLVED: To obtain excellent utilization efficiency of a radio resource by in synchronous communication between a base station and a mobile station not securing a region to be arranged with a preamble transmission request using a random access channel which rarely occurs in a downlink control channel frequently transmitted.

SOLUTION: The base station when a predetermined value is set in a predetermined region containing a region arranged with radio resource assignment information in a downlink sets a region in the downlink control channel other than the predetermined region with an identification number used for preamble specification as data concerning the preamble transmission using the random access channel and transmits the downlink control channel to the mobile station. The mobile station when the predetermined region of the downlink control channel is arranged with the predetermined value detects the identification number arranged in the region in the downlink control channel other than the predetermined region and transmits the preamble specified by the identification number to the base station using the random access channel.
