The present invention relates to a method and apparatus for transmitting and receiving a status report in a mobile communication system driven together with an automatic retransmission request (ARQ) and a composite automatic retransmission request (HARQ), wherein the method comprises: generating a predetermined status report from an ARQ receiving side. If the condition is satisfied, the process of determining whether the transmission of the status report is allowed, and if the transmission of the status report is allowed, reflects the status of receiving ARQ packets up to the point where the transmission of the status report is allowed. Generating and transmitting the generated status report to the ARQ transmitting side through the allocated transmission resource. The ARQ transmitting side determines the initial reception time of the HARQ packet including the status report as the generation time of the status report and retransmits according to the status report.
