Describes a method and apparatus for communicating information using a plurality of report dictionaries. Implement a plurality of request dictionaries for the wireless terminal using for multi-bit uplink transmission backlog request reports communicated over a dedicated control channel. Each dictionary defines a different bit mapping interpretation for a set of multi-bit uplink transmission backlog request reports, eg, a 3 bit uplink request report and a 4 bit uplink request report. The plurality of request dictionaries includes a default dictionary and additional dictionaries. Implementation of a plurality of alternate request dictionaries extends the reporting possibilities that allow a wireless terminal to use a reporting format that is well suited to the current needs. The default dictionary is specified to be used under certain predetermined conditions, for example upon entry to the active state. Describes the transition between different dictionaries and the rules for continuing to use selected dictionaries.
