The present invention relates to a method and apparatus for generating variable length physical layer (PL) packets. Multiple security layer (SL) packets may be multiplexed into a single PL packet to increase efficiency, and the SL packets may have a variable length. In one embodiment, different format SL packets for different users are combined into capsules forming a PL packet. If the packets are short, users have poor channel conditions or require a small amount of data due to quality of service (QoS) requirements and applications. In one embodiment, a modified preamble structure is provided for unicast or multi-user packets. An alternative embodiment provides a modified rate set mechanism for identifying ACKs from single-user packets or multiplexed packets (delayed ACKs). ON / OFF keying for the ACK channel is a multivalued interpretation of bipolar keying and / or DRC used in IS-856.
