A method and apparatus for registering machine-to-machine (M2M) communication is disclosed. The method provides for single registration and periodic registration and can be based on the device or network. The devices in the system can be divided into groups. A single device member can perform the basic access steps for the group. Other devices can receive relevant access information via the control channel and use that information to access the system. The devices may send data, perform an update, and then enter a sleep cycle. The internet address may be released or maintained. During the control period, the devices can revive and listen to the control channel for any paging message. Individual devices or entire groups can access the system. During the reporting cycle, all devices can revive to access the system and access the M2M system to upload data.
