The set of resource aggregation levels available to form an enhanced control channel message may vary from one subframe to another, depending on the level of perforation in the transmitted subframes. A method described in the present invention is to determine (2710) members of a set of aggregation levels usable for aggregating non-overlapping subsets of resource elements to transmit control data on the downlink. Said determination is based on a level of perforation to be used for transmission of control data on the downlink. Downlink control data for the given subframe is mapped (2720) with respect to one or more non-overlapping subsets of resource elements in the one or more time-frequency resource blocks, by according to an aggregation level selected from the determined set, and then transmitted (2730) in the non-overlapping subset (s) of resource elements. This method may be repeated for each of several subframes, the perforation may vary from one subframe to another.
