Time-frequency resources in one PRB pair are used both for frequency-localized transmissions and also for distributed transmissions. First control message is transmitted (2710) to first user equipment (UE) using the first pair of PRBs using the first subsets of the resource elements which are aggregated in a frequency-localized manner and which are transmitted using a single antenna port.
