1. The base station in a radio communication system in which each of the user terminals, together with the transmission of the data signal to the base station, using different frequencies of the data band that are assigned by the base station, performs time division multiplexing of the pilot signal with the data signal and transmits the resulting signal to a base station, comprising: a control unit configured to send a command to each user terminal to distribute pilot signals of the first and second users p different frequencies, each of the pilot signals being generated based on the Zadoff-Chu sequence, and displaying the pilot subcarrier components so that one or more higher frequency subcarrier components correspond to one or more lower frequency subcarrier components in the transmission band, regarding the pilot signals of each of the first and second users. 2. A radio communication method in a radio communication system in which data signals for the first and second users are respectively transmitted using the first and second groups of subcarriers and pilot signals for the first and second users are multiplexed with data signals for these users using time division multiplexing, wherein said method comprises the steps of: arranging a pilot signal of a first user at frequencies different from the frequencies of a pilot signal of a second user; and display the pilot subcarrier components so that one of the higher frequency subcarrier components corresponds to one of the lower subcarrier components
