The proposed method for programming data transmission to terminals of a wireless communication system via a space communication line the wireless communication system the system terminal and a device for programming data transmission to the system terminals provide optimal use of the resources of the communication system. According to one of the variants of the realization of the present invention one or several groups of terminals of the communication system are selected for transmitting data. Each group consists of the defined number of terminals that meet the specified requirements and contains one or more transmitting antennas. For each group of terminals the quality of the data transmission is analyzed and the analysis results are used for selecting the group of terminals that provides the optimal data transmission. The data are coded modulated and transmitted to each of the selected terminals vie the corresponding antennas.
