Abstract
A video encoder includes multiple sequence parameter set (SPS) lDs in a SEI message, so that multiple active SPSs can be indicated to a video decoder. A video decoder activates a set of video parameters (VPS) and / or one or more SPSs by referencing an SEI message based on the inclusion of the VPS ID and one or more SPS lDs in the SEI message . The SEI message can be an SEI message of active parameter sets or a SEI message of temporary storage periods.
