In some instances, the video encoder includes a plurality of sequence parameter set (SPS) IDs in the SEI message, allowing a plurality of active SPSs to be displayed on the video decoder. In some instances, the video decoder activates a video parameter set (VPS) and / or one or more SPSs by referring to SEI messages based on, for example, the inclusion of the VPS ID and one or more SPS IDs in the SEI message . The SEI message, by way of example, may be an activation parameter set SEI message, or a buffering period SEI message.
