In some instances video encoder included in the SEI message of the plurality of sequence parameter set SPS ID so that the video decoder indicating the plurality of valid SPS. In some examples the video decoder via the reference SEI message for example based on the VPS ID and one or more SPS ID included in the SEI message to activate a video parameter set (VPS) and/or one or more SPS.
