Abstract
A method of decoding video data, the method comprising: decoding a bitstream including video data and syntactic information to decode the video data, wherein the syntactic information comprises a supplemental enhancement information (SEI) message. Active Parameter Set, in which the Active Parameter Set SEI message indicates one or more Sequential Parameter Sets (SPS) and a Video Parameter Set (VPS), and activate the one or more SPS and VPS for decoding the video data, based on the indication of the one or more SPS and the VPS in the SEI message of active parameter sets; and decoding the video data based on the one or more activated SPS and the activated VPS, characterized in that the SEI message of active parameter sets is a first SEI message in a first SEI network abstraction layer unit of an access unit comprising the SEI message of active parameter sets and the video data.
