The invention claims a method for transferring QoS when switching among systems network system and destination side network to enable the user terminal to switch between systems the QoS to the second network access network. The method of the invention comprises: in the process of switching from the first network to the second network by the user terminal the core network of the second network obtaining a service quality parameter QoS of the user terminal and the core network of the second network transmits the acquired QoS to the second network access network. The invention network system comprising: a user terminal a first network and a second network the second network comprising a second network core network and the second network access network and the core network of the second network for switching to the second network from the first network user terminal obtaining a service quality parameter QoS of the user terminal and transmits the QoS to the second network access network and the second network access network for receiving the second QoS of the network core network.
