User equipment and methods for resource allocation and device-to-device discovery hopping. In some embodiments, a UE may receive signaling from an evolved node B (eNB) indicating discovery resources to transmit discovery signals within LTE operating range. The discovery signal may include a discovery zone, which may include a plurality of Physical Resource Blocks (PRBs) and a plurality of subframes. The UE may transmit a discovery signal for reception by one or more other UEs for D2D discovery within some PRBs of the discovery zone. The PRBs used to transmit the discovery signal may be determined according to a hopping pattern to provide increased frequency diversity within the bandwidth of the discovery zone. The hopping pattern may comprise a hop within a subframe, a hop between subframes or a joint intra/inter subframe hop.
