Embodiments of user equipment (UE) and method for resource allocation and device-to-device (D2D) discovery hopping are generally described in this summary. In some embodiments, the UE receives signaling from the enhanced Node B (eNB) indicating the discovered resources carrying the discovered resources in the LTE operating area. The discovery resource may comprise a discovery zone comprising a plurality of physical resource blocks (PRBs) and a plurality of subframes. The UE may send a discovery signal and send a discovery signal for D2D discovery within some of the PRBs of the discovery zone for reception by one or more other UEs. The PRB for transmission of the discovery signal may be determined according to the hopping mode and may increase the frequency diversity within the bandwidth of the discovery zone. The hopping mode may include intra-sub-frame hopping, inter-sub-frame hopping, or joint intra / inter-sub-frame hopping.
