A method for transmitting a broadcast signal, the method comprising: encoding (S601) PLP data to deliver a service; constructing a signal frame that includes the encoded PLP data and Layer 1 (L1) signaling data, in that the L1 signaling data includes a field indicating an index of a current radio frequency channel within the signal frame and PLP code rate information indicating an associated code rate used for associated PLP data; modular (S607 ) the signal frame by means of an orthogonal frequency division multiplexing scheme, OFDM, inserting a first pilot symbol, P1, into a starting part of the modulated signal frame; and transmitting (S609) a broadcasting signal that includes the modulated signal frame, characterized in that the signaling data of L1 includes a configurable part that is changed in the superframe unit and a dynamic part that is changed in the frame unit of signal, and the configurable part includes information for an RF channel that includes the PLP data in the first, 1st, superframe frame, and the dynamic part includes information for an identifier indicating an initial RF channel of the signal frame.
