A method of encoding video quantization parameters to encode a quantization parameter for a video encoding process, the method of encoding video quantization parameters being based on adaptive coding in context-based binary arithmetic and comprising: generating a predicted quantization parameter from a reconstructed quantization parameter; generate a delta quantization parameter from the quantization parameter and the predicted quantization parameter; and encode in binary arithmetic a first bin that indicates whether the delta quantization parameter is significant or not, and in the event that the delta quantization parameter is significant, encode in binary arithmetic a sign bin that indicates whether the quantization parameter delta is positive or negative and other bines that indicate an absolute value of the delta quantization parameter, characterized in that the coding in binary arithmetic is done without using any context for the sign bin and using a context for each of the first bin and The other bines.
