Method for decoding a video quantization parameter is disclosed for decoding a quantization parameter for a video decoding process that is based on context-adaptive binary arithmetic coding, the method of decoding the video quantization parameter is that a predicted quantization parameter is generated from the past restored quantization parameter; perform a binary arithmetic decoding of the first bin indicating whether the delta quantization parameter is significant, the sign bin indicating, whether the delta quantization parameter is positive or negative, and other bins indicating the absolute value of the delta quantization parameter; generating a delta quantization parameter by debinarization of the said first bin, the said other bins and the sign bin; and generating the reconstructed quantization parameter by adding the predicted quantization parameter to the delta quantization parameter, wherein the binary arithmetic decoding is performed without using the context for the sign bin using the first context for the first bin and using the second context for the other beans.EFFECT: technical result is the decoding of the video quantization parameter for the video decoding process based on context-adaptive binary arithmetic coding.3 cl, 16 dwg
