The image quantization parameter encoder includes a prediction unit (11) for generating a predictive quantization parameter from past reconstructed quantization parameters; An operation unit (12) for generating a differential quantization parameter from a quantization parameter and a predictive quantization parameter; A first bin indicating whether the differential quantization parameter is significant, a second bin indicating a positive or negative value of the differential quantization parameter, and a second bin indicating the absolute value of the differential quantization parameter when the differential quantization parameter is significant.
