In the packet switched data transfer of the cellular radio system control of the transmission power includes closed-loop control and open-loop control. Before forming the connection and during long pauses between packets the terminal measures the control signal (30 31) transmitted by the base station and compares its power (RO) to the target level (t0) included by the base station in the control signal as a parameter. The base station also indicates in the control signal the transmission power; thus the terminal establishes (32) the same power as transmission power corrected by the difference between the target level and the measured quality of the link (tO-RO). Moreover this quality (RXQUAL) is also transmitted in the acknowledgment messages of the packets; thus the transmission device changes its power so that the quality is controlled at a certain target level. The most important step of the change is determined by the length of the packets. In a downlink of the packet transfer the base station first uses the maximum power and then corrects it based on the measurement information included in the acknowledgment messages transmitted by the terminal.
