PROBLEM TO BE SOLVED: To enable to control a transmission power with a consideration of a special necessity in a packet exchange link by annexing a features of open- loop control and closed-loop control.

SOLUTION: A radio connection of a terminal equipment to a base station composed of an alternative initial state 10 and a continuous state 11. In the initial state 10 feed-back information concerning the quality of a received signal is not used for controlling power in the terminal equipment at a transmission side and transmission power is controlled based on a measurement value of a signal which is regularly transmitted from a base station. Positive or negative feed-back ACK/NACK from an equipment at a reception side shifts the equipment at the transmission side to the continuous state 11. Evaluation for generating the default value of transmission power in the initial state 10 is continuously executed even when the transmission side equipment is in the continuous state 11. In this case a value of transmission power in a continuous state is decided in accordance with the both of the transmission power default value and feed-back from the reception side equipment.
