PROBLEM TO BE SOLVED: To reduce a process quantity required to retrieve a mobile station ID in a paging procedure by a base station controller in the case of conducting paging processing to simultaneously call mobile stations.

SOLUTION: A retrieval unnecessary flag denoting whether or not retrieval of a mobile station ID is required is added to a message 14 from a host network 400. The base station controller 200 discriminates whether or not the retrieval of the mobile station ID is required on the basis of the state of this flag and a type of the generating circuit 14 from the host network 400. When the flag is set to OFF the retrieval of the mobile station ID is required but when the flag is set to ON and the message 14 is the paging 1 since it is discriminated that no RCC connection is set to a mobile station 300 it is not required to retrieve the mobile station ID by the base station controller 200.
