When the paging process of simultaneously calling the mobile stations 300 is performed, the base station control apparatus 200 capable of reducing the amount of processes for searching for the mobile station ID in the paging procedure. In the messages 14 and 15 from the upper network 400, 500, a search unnecessary flag indicating whether a search for the mobile station ID is required is added. The base station control apparatus 200 determines whether the search for the mobile station ID is necessary based on the state of this flag and the type of the message 14 , 15 from the upper network 400, 500. When the flag is OFF, the mobile station ID search 21 is required, but when the flag is ON and the message 15 is paging 1, an RRC connection is not established in the mobile station 300. Since the determination can be made, it is not necessary to search for the mobile station ID in the base station control apparatus 200.
