A base station controller (200) such that the quantity of processings of searching for a mobile station ID when the base station controller (200) pages in a paging procedure mobile stations (300) at a time. A search needlessness flag indicating the necessity of search for the mobile station ID is added to a message (14', 15') from an upper-level network (400, 500). The base station controller (200) judges whether or not it is necessary to search for the mobile station ID, on the basis of the status of the flag and the type of the message (14', 15'). If the flag indicates "OFF", it is necessary to search for (21) the mobile station ID. If the flag indicates "ON" and if the message (15') states page 1, it is judged that the RRC connection is not set up in the mobile station (300), and hence the base station controller (200) does not need to search for the mobile station ID.
