(57) Abstract: A method and apparatus for allocating radio network control in a mobile communication system (10) providing two or more types of cellular services (14, 16) are provided. The mobile network (12) suspends certain mobile terminals (20) from using their normal terminal-based radio network control decisions and issues radio network control commands from the terrestrial mobile network (12). Broadcast an initial control message instructing it to receive it. The next control message can command the restart of the normal terminal-based radio network control decision use. As a result, the mobile network (12) is virtually identical to all mobile terminals (18, 20) that it provides services, regardless of the type of mobile service (14, 16) it sends and receives.
