A method and apparatus are provided for allocating radio network control in a mobile communication system (10) that provides two or more bearer services (14, 16). The mobile network 12 sends an initial control message instructing the predetermined mobile terminal 20 to stop using a conventional terminal based on the wireless network control decision and to receive a wireless network control command from the land mobile network 12. Broadcast The next control message may instruct normal terminal use resume based on the wireless network control decision. As a result, regardless of the type of bearer services 14 and 16 performed, the mobile network 12 may use substantially the same control logic for all mobile terminals 18 and 20 that are serviced. Accordingly, radio signal interference between mobile terminals 18 and 20 executing different bearer services 14 and 16 can be minimized.
