PROBLEM TO BE SOLVED: To provide a method for constituting an electrical communication system which includes at least one transmission-side substance and one receiving-side substance and transmits several transport channels whose identical links between them are different in service quality.

SOLUTION: The transmission-side substance makes the speeds among different coding transport channels having separate service qualities matched and then the different coding transport channels are multiplexed. The matching speed specific to each transport channel is decided from at lease one first parameter (RM i) to represent the predictable Eb/I ratio and the second parameter (Ndata) to represent the capability of a physical channel. Application to mobile telephone network is made.
