PROBLEM TO BE SOLVED: To provide a method for generating a scramble code of which separation between scramble codes that are generated for each UE ID is properly separated to reduce the occurrence of detection errors.

SOLUTION: A code is generated and it is used for scrambling and descrambling data related to a high-speed shared control channel (HS-SCCH) for a specified user device. A user identifier of the specified user device includes L bits. A 1/2-rate convolutional encoder (14) processes at least a bit of the user identifier by a 1/2-rate convolutional code and generates a code.
