PROBLEM TO BE SOLVED: To effectively avoid downgrading of the decoder performance caused by the variations in bit reliabilities.

SOLUTION: When one redundancy version is selected from a plurality of redundancy versions an interleaver 110 and a logical bit inverter 120 in a transmitter 100 rearrange transmission bits of a symbol on the basis of the selected redundancy version and a mapper/modulator 130 modulates the symbol whose transmission bits are rearranged by using a prescribed signal constellation. The modulated symbol is transmitted over a channel 200.
