PROBLEM TO BE SOLVED: To prevent erroneous detection of an enhanced relative grant channel by user equipment UE to attain more stable allocation of radio resources when a serving cell of the user equipment UE does not transmit the enhanced relative grant channel.

SOLUTION: In the transmission rate control method a radio line control station RNC notifies the user equipment UE of information for specifying an enhanced absolute grant channel transmitted by the serving cell without notifying the UE of information for specifying the enhanced relative grant channel transmitted by the serving cell of the UE when data connection for the UE to transmit uplink user data is set.
