PROBLEM TO BE SOLVED: To provide a cellular communication system and a method for broadcast communication.

SOLUTION: This cellular communication system has: a first cellular network constituted so that a reuse pattern of a single cell identifier is used; and a second cellular network which has a cluster of communication cells and constituted so that a reuse pattern of a common cell identifier is used for broadcast transmission. The cellular communication system further has: management logic (146) which has broadcast mode logic (150) operatively combined with at least the second cellular network; and a plurality of communication units for providing wireless service which are operatively combined with the management logic. When broadcast communication is transmitted through the cluster of the communication cells of the second cellular network the broadcast mode logic (150) applies the same common cell identifier used by the plurality of communication units for providing wireless service.
