This disclosure describes techniques for encoding transform coefficients for blocks of video data. According to these techniques, the video encoder divides the leaf-level unit of video data into a plurality of transform coefficient subsets. The video encoder generates, for a subset of the plurality of transform coefficient subsets, a syntax element that indicates whether the subset includes non-zero coefficients. In some examples, the video encoder may selectively determine whether to generate syntax elements for each subset. The decoder may read an entropy encoded bitstream that includes syntax elements and determine whether to decode the subset based on the syntax elements.
