The present disclosure describes techniques for coding transform coefficients for a block of video data. According to these techniques, a video encoder divides the leaf level unit of video data into a plurality of transform coefficient subset. The video encoder generates, for a subset of the plurality of transform coefficient subset, a syntax element that indicates whether the subset includes or does not include any nonzero coefficients. In some embodiments, the video encoder may optionally determine whether to generate a syntax element for each subset. The decoder may read an entropy encoded bitstream that includes the syntax element, and may determine whether to decode the subset based on the syntax element.
