PROBLEM TO BE SOLVED: To prevent delay relating to data transmission by preventing increase in the number of bits required for reporting a unit carrier (CC) to be used when adding the CC to be used for communication of carrier aggregation.

SOLUTION: When adding a new CC to one or more CC while maintaining a correspondence between a CI value to be used as a label for each of the one or more CC and unit carrier identification information a setting part 101 allocates a non-set CI value to identification information of the CC to be added. When deleting partial CC while maintaining a correspondence between CI values of any other CC than the CC to be deleted and the unit carrier identification information the partial CC are deleted. A transmission RF part 116 transmits to a terminal setting information including addition information relating to the CC to be added or deletion information relating to the CC to be deleted. The addition information includes the CI value allocated to the CC to be added and the identification information of the CC to be added and the deletion information includes the CI value allocated to the CC to be deleted.
