PROBLEM TO BE SOLVED: To suppress an increase in the number of bits needed for a unit carrier-related notification to be used when a unit carrier (CC) used during carrier aggregation communication is added and to prevent data transmission-related delay.

SOLUTION: A set information receiving unit 205 receives set information including addition information or deletion information the addition information including a CI value assigned to an added unit carrier and unit carrier identification information and the deletion information including a CI value assigned to a deleted unit carrier. When a new unit carrier is added to already set one or more unit carriers an unset CI value is assigned to identification information about the new unit carrier to be added. A CIF table setting unit 207 adds an added unit carrier to the correlationship between a CI value for each of one or more unit carriers and unit carrier identification information on the basis of the addition information and deletes a deleted unit carrier on the basis of the deletion information.
