PROBLEM TO BE SOLVED: To prevent data transmission delay while suppressing an increased number of bits required for the notification of a unit carrier (CC) for use when the unit carrier used at the communication of carrier aggregation.

SOLUTION: From a base station a set information reception unit 205 receives setting information indicative of an added or deleted unit carrier. Here the setting information includes a CIF value allocated to the unit carrier identification information of the newly added unit carrier and the identification information of the added unit carrier. When the base station adds a new unit carrier to one or more unit carriers an unset CIF value is allocated to the identification information of the newly added unit carrier while correspondence between the CIF value for use as each unit carrier label of the one or more unit carriers and the unit carrier identification information is maintained. Based on the setting information a CIF table setting unit 207 modifies the correspondence between the already retained CIF value and the unit carrier identification information.
