PROBLEM TO BE SOLVED: To provide a secure method for MTC device triggering.

SOLUTION: When receiving a triggering message from an MTC server 20 a network 10 compares an MTC device ID included in the triggering message and an ID in which an MTC server ID is acknowledged with each other the MTC server verifies whether or not the trigger to the target MTC device is acknowledged and the MTC device verifies whether or not a response to the triggering message is acknowledged. When the verification is successful the network checks the trigger type which is included in the triggering message and verifies whether or not transmission to an MTC device 30 is acknowledged. When the check is successful the network transfers the triggering message to the MTC device. The network checks whether or not it is permitted that the MTC device communicates with the MTC server of a destination and makes the response from the MTC device effective.
