PROBLEM TO BE SOLVED: To provide a method for realizing secure MTC (Machine-Type-Communication) device triggering delivery.

SOLUTION: Upon receiving a triggering message from an MTC server 20 a network 10 compares an ID of an MTC device and an MTC server ID included in the triggering message with an approved ID and verifies whether the MTC server 20 is permitted to trigger an MTC device 30. When the verification is a success the network checks a trigger type included in the triggering message and verifies whether transmission of the triggering message to the MTC device 30 is what is approved. When the verification is a success the network 10 transfers the triggering message to the MTC device 30 and the MTC device 30 makes a specific response in response to a trigger.
