PROBLEM TO BE SOLVED: To provide a base station a mobile station a radio communications system and a radio transmission method capable of improving frequency usage efficiency in a multi-cell environment.

SOLUTION: The radio communications system comprises a control information determining means. The control information determining means determines the spreading factor and the number of chip iteration used by a mobile station based on at least one information among information indicative of a configuration of a cell in which the mobile station visits information indicative of the number of mobile stations visiting in the cell a required information rate for the mobile station information indicative of the traffic type information for radio parameters of the mobile station information indicative of the propagation path status and information indicative of interference from the surrounding cells. The control information determination means transmits the determined spreading factor and the determined number of chip repetition to the mobile station as a control information.
