The present invention provides a method and apparatus for synchronizing base stations using independent synchronization sources and identifying one base station as a master source. The radio network controller (RNC) or base station may designate a base station or user equipment (UE) to obtain measurements derived from the base stations to achieve synchronization. The operation of synchronizing may be scheduled regularly, or may be performed when periodic measurements indicate that the drift value exceeds a given threshold.
