A radio network controller (RNC) according to the present invention controls a plurality of third generation partnership project radio base stations. The base station includes a message generator, a message receiver and a synchronization controller. The message generator is configured to generate a message indicative of a measurement that is considered to be a base station with a higher timing characteristic and an out of sync base station. The message generator is also configured to generate a message indicating time adjustment for the out of sync base station. The measurement receiver is configured to receive the measurement value. The synchronization controller is coupled to the message generator and the message receiver. The synchronization controller has a covariance matrix representing timing characteristics for a plurality of base stations, including base stations with higher timing characteristics and out of sync base stations.
