PURPOSE: A third generation partnership project radio network controller for synchronizing plural base stations within a cellular communication network is provided to synchronize efficiently operational base stations to each other without consuming additional physical resources. CONSTITUTION: A radio network controller includes a message generator, a measuring receiver, and a synchronization controller. The message generator(53) is used for generating a message for indicating a base station having a higher timing characteristic and a time control message for an adjacent synchronous base station in order to measure a BSTOA(Base Station Time Of Arrival) of the adjacent synchronous base station. The measuring receiver(54) is used for receiving the measured BSTOA. The synchronization controller(55) is coupled to the message generator and the measuring receiver and includes a covariance message to indicate timing characteristics of plural base stations.
