PURPOSE: A method and a device for generating scrambling codes of a mobile communication system are provided to generate scrambling codes in a transmission unit of a base station and a receiving unit of a subscriber without preparing an additional storage unit, so that hardware complexity of the transmission unit and the receiving unit can be reduced. CONSTITUTION: A subscriber unit requests the allocation of channels(901). Whether channel orthogonal codes used with primary scrambling codes are insufficient is checked(902). If not insufficient, a channel to be transmitted in a subscriber channel is descrambled with the primary scrambling codes and transmitted(903). If the channel orthogonal codes are insufficient, an RRD(Radio Resource Controller) decides numbers of secondary scrambling codes to be from 1 to 511(904). A base station generates a mask by using numbers of the primary scrambling codes of the base station and numbers of the secondary scrambling codes selected in the base station(905). The base station delivers information of the secondary scrambling codes to the subscriber unit through a downlink common control channel(906). If the base station receives an acknowledgement from the subscriber unit(907), the base station generates the secondary scrambling codes and continuous primary scrambling codes by using the generated mask(908). The base station transmits channels descrambled to the primary scrambling codes and channels descrambled to the secondary scrambling codes to corresponding subscriber units(909).
