PURPOSE: A downlink timing setting and random access response transmitting method and an apparatus thereof in a wireless communication system are provided to control accurate uplink timing without error when uplink timing control information is received. CONSTITUTION: A transceiver(1001) transceives a signal from a base station. A controller(1009) transmits a random access preamble message to the base station. The controller receives the random access preamble message from the base station. The random access preamble message includes a TAC(Timing Advance Command). The TAC is a signal for commanding uplink timing control.
