An apparatus and a method for wireless communication are disclosed and the apparatus comprises means for sending a random access preamble for system access by a user equipment (VE); means for receiving a random access response comprising uplink resources assigned to the VE timing advance for the VE and a random access (RA) preamble identifier for the random access preamble sent by the VE; means for adjusting transmit timing of the VE based on the timing advance; and means for sending an uplink transmission using the assigned uplink resources conveyed in the random access response and based on the adjusted transmit timing of the VE. The random access response comprises at least one of channel quality indicator (CQI) resources and power control (PC) resources and the CQI resources are used to send CQI on uplink by the VE and the PC resources are used to send PC corrections on downlink to the VE. Further disclosed is an apparatus for wireless communication comprising at least one processor configured to: receive a random access preamble sent by a user equipment (DE) for system access send a random access response comprising uplink resources assigned to the UE timing advance for the UE and a random access (RA) preamble identifier for the random access preamble sent by the UE and receive an uplink transmission sent by the UE using the assigned uplink resources conveyed in the random access response and based on the transmit timing of the UE and a memory coupled to the at least one processor. The random access response comprises at least one of channel quality indicator (CQI) resources used to send CQI on uplink by the UE and power control (PC) resources used to send PC corrections on downlink to the UE.
