607340 An apparatus and a method for wireless communication are disclosed. The apparatus comprises at least one processor configured to determine a unique identifier (lD) for a user equipment (UE) for a base station and a memory coupled to the at least one processor.. The unique ID is not assigned to any other UE communicating with the base station. The at least one processor is further configured to send a random access preamble from the UE to access the base station. The unique ID is available at the UE prior to sending the random access preamble. The at least one processor is further configured to receive a random access response from the base station send to the base station a first message comprising the ID for the UE and receive from the base station a second message addressed to the UE based on the unique ID. An apparatus and a method for wireless communication are disclosed. The apparatus comprises at least one processor configured to: receive a random access preamble sent by a user equipment (UE) to access a base station send a random access response to the UE receive a first message comprising a unique identifier (lD) for the UE and send a second message addressed to the UE based on the unique ID; and a memory coupled to the at least one processor.
