The invention provides a cell selection method and a mobile station. The cell selection method is used for a mobile station to select a waiting cell from one or more specific cells which can be selected as a waiting cell only by specific mobile stations and from one or more common cells which can be selected as a waiting cell only all specific mobile stations. The invention is characterized in that: the cell selection method comprises a step of changing a waiting cell from a first common cell into a second specific cell under the conditions that: the mobile station sets the first common cell as a waiting cell no common cell satisfying a second wireless quality is detected and the second specific cell which will not set the mobile station as a specific station and satisfies a third wireless quality is detected out.
